You'll want to tag unarmed or melee, because you won't get a gun for a while. (pref. unarmed, since you use it again in some side quests later). Small guns is probably the most useful gun skill to tag, since the gauss rifle keeps it relevant later. With a good speech skill you can talk your way through a lot of trouble early on, and usually diplomacy gives more XP than combat. Agility matters a great deal more in turn based combat than in FO3-New Vegas style FPS play, so high AG is always a good idea. Since you can go as high as level 99 you'll have a chance to improve a lot of skills you otherwise wouldn't, so generally character creation is pretty forgiving.
