Yes, having gear that increases your special stats is needed though. The implants, and Intense Training Perks will not get all your stats to 10.

If u put one point into all stats at the begining of the game and get all implants and put 2 intense traning perk into all stats u can get 9 in all stats

or make everything but perception and luck ten and be a legion supporter and get the lucky shades thell all be ten
