Head of State is a Fallout 3 quest. It is also a PS3 Trophy and Xbox 360 and PC achievement.

Objectives and Walkthrough

Talking with the Union

The quest is given to you in Temple of the Union by Hannibal Hamlin, who wants to relocate his slave haven to the Lincoln Memorial and restore it as a sign of freedom.
Hannibal requests that you travel to the Lincoln Memorial and see if it is still occupied by Super Mutants. He also asks you to talk with fellow slave Caleb Smith. Smith is a mason and will ask you to obtain a picture of the Lincoln Memorial in the Museum of American History so he will have reference materials that will help him repair it. The Lincoln Memorial Poster is at the top of the stairs on the wall above a desk in the Museum Offices area, right across the staircase to the topmost level. The poster will not be there until after you talk with Caleb, even if you have already been through the museum. Warning, there are alot of ghouls in this part of the quest Tip: To avoid pointless combat with the ghoules, make sure your wearing the ghoul mask.

Scouting the Memorial

Lincoln Memorial is free of mutants, but occupied with slave hunters from Paradise Falls led by Leroy Walker. In talking with Leroy, the player is given the option to reveal the slave hideout in Temple of the Union.

Kill the slavers

You are required (it is an objective) to make sure the Memorial is safe and free of super mutants. However, you must enter the memorial to do this. As soon as you walk on the steps of the memorial, the slavers inside will become hostile and begin shooting. Once you have killed the slavers and completed the objective you can return to Temple of the Union.

Alternatively...

The first time you talk to Walker he asks you to find items related to Lincoln. The second time you talk to him, OR after you trade the first Lincoln item, he asks you to locate Hannibal. (Hannibal is in the Temple of the Union and his location is your reward from Mei Wong in Rivet City, if you offer her caps to buy a gun). If you reveal the location of Hannibal, Leroy tells you that they will be waiting for your help there. He and his slavers leave the Memorial. Just follow the slavers and more than likely they will get finished off while travelling by the Super Mutants or any large explosives (Nuka Grenade, Mini Nuke). Speak to Hannibal and (if you have the Lincoln Memorial Poster) after an hour you can trigger their departure for the Memorial. (While they start their journey it's better to move away from them, in the opposite direction. By doing this you can avoid their deaths from random encounters and if you don't want to escort them. They arrive safe in the Memorial.

As well as this, if you have discovered Old Olney in the north-east of the map then when you follow the slaver to see Walker you can tell him there is a group of slaves in Old Olney, causing him to take all of his slavers and go there, obviously leading to them being killed by deathclaws. Whilst this prevents you from getting any loot it is good for saving health and ammo and saving time.

Escort Hannibal

If the player reports back to Hannibal that there are no mutants, he will gather up his group and head for the memorial. He tells you to wait an hour and they will be ready (press 'T', the 'select' button or the 'BACK' button during normal game play to activate the WAIT dialog). To ensure Hannibal has started the trip, you really should WAIT an hour after speaking with him at the Temple of the Union; after which, you may then fast travel to the nearby Mall Northwest Metro Station, where Hannibal will eventually arrive. If you fast travel to the memorial without Waiting an hour, the group will not arrive until you fast travel back and trigger their departure. However, even this may not work correctly. After telling Hannibal that Caleb is ready, you may have to fast travel to the Mall Northwest Metro station and wait a full 24 hours for the former slaves to appear.

Fast travel doesn't always seem to work. Sometimes they leave the Temple and just never show up at the Memorial. You can also escort Hannibal Hamlin (Lincoln's first Vice President) and his crew in person ensuring that they get there. This takes a long time and should involve many periodic saves.

If your strength is high enough you have an option to warn Hannibal about the slavers, at which point he'll tell you to take care of them by any means.

The Fight

Once the slaves arrive, they will ask for your help killing the slave hunters (unless you already killed them). If the player does not tell Hannibal to wait while you check it out (giving you time to go kill the slave hunters), then Hannibal will lead his group into battle. He is usually killed, which terminates the quest. However, if you "investigate" and kill the slave hunters, or have already done so, there will be no one to kill Hannibal when he leads the charge and the player can complete the quest.
Note that you can also go in with a Stealth Boy and pickpocket the ammo off each of the slavers, including Leroy. Pickpocketing NPCs of any ammo they have renders them unable to fire their weapons, and with only unarmed attacks to contend with, Hannibal and his crew will usually take out all of the slavers on their own with no losses.

Bug-Free Method

Due to bugs being commonly reported on this quest (involving Hannibal Hamlin's final speech should the player help him), here is a step-by-step walkthrough to ensure the player does not experience any issues:

1. Start the quest by talking to Hannibal Hamlin at Temple of the Union.
2. Talk to Caleb Smith in Temple of the Union about obtaining the Lincoln Memorial Poster.
3. Fast Travel to the Museum of American History and obtain the Lincoln Memorial Poster (NOTE: you have to walk about a hundred feet from the Temple of the Union before you can fast travel)
4. Exit the Museum and walk to the Lincoln Memorial on the way you will also discover the Mall Northwest station.
5. Kill all the slavers at the Lincoln Memorial.
6. Fast travel back to Temple of the Union.
7. Speak with Hannibal Hamlin and tell him that you have killed the slavers.
8. Speak with Caleb Smith and give him the Lincoln Memorial Poster
9. Speak with Hannibal Hamlin who will tell you that he will depart shortly for the Lincoln Memorial.
10. Exit the Temple of the Union and wait for 1-2 hours just outside the door.
11. You will notice a caravan of former slaves has formed, make sure they start walking.
12. Fast travel to the Mall Northwest metro station.
13. Wait 24 hours (if the caravan has not arrived keep waiting until they do); you could also sleep for 24 hours in the Memorial itself
14. Hannibal Hamlin will thank you for your help, you will complete the quest and receive the achievement/trophy as well as Dart Gun schematics

It is advised to save at the important "points" of this quest, in case you still experience this bug. If you do, you may need to reload the game.

A Fast and Simple Solution If In Case the Quest Gets Bugged

1. Do the Quest until the point wherein you'll have to meet up with them in front of the Lincoln Memorial.
2. If they do not come, you can summon Hannibal Hamlin by typing "prid 000239DD" then "moveto player" in the console.
3. Hannibal should be in front of you now, allowing you to bypass the glitch. Talk to him and you're finally done.

Negative Karma

Talking with the Slavers

The quest can also be started by speaking to Leroy Walker in the Lincoln Memorial Maintenance area without speaking to Hannibal. Talk to Silas (the only person you can get to without being shot) to have him escort you to Leroy.
The player will be asked to retrieve artifacts related to Lincoln in the History Museum. (Warning: Leroy may go onto the restricted part of the memorial thereby preventing you from selling the artifacts to him because the slavers will turn hostile, including Leroy.) Alternatively, the same items can be sold to Hannibal (comparison below).
The quest can also be initiated by speaking with Leroy Walker first and passing a Speech check, bypassing the requirement to loot any Lincoln memorabilia for the Slavers. You will then be tasked with finding the Temple of Union, and Hamlin.

The Massacre

It is possible to tell the slavers where the Temple is and have a battle occur there if the player has not completed Caleb's section of the quest (retrieving the poster). In this case the slavers will leave the memorial and run to the Temple. It helps to fast-travel and do other things in the meantime as it can take them over one in-game day to get there. Several slavers will also appear sneaking outside the Temple immediately after its location is revealed, but most of them will likely be killed by random encounters before Leroy arrives.

Selling Lincoln Artifacts

The eight Lincoln artifacts can be sold either to Hannibal Hamlin or Leroy Walker or Abraham Washington.

Note that selling at least one artifact to Leroy Walker will grant you access to the memorial without being shot. Just ask him if you can peek around the memorial. If you choose to eventually kill all the slavers then access to the memorial can be handy to set mines before attacking them.

Trivia

  • When entering the Temple of the Union, there is a dog right inside named Four Score, an obvious reference to Abraham Lincoln's Gettysburg Address.
  • Leroy Walker is named after the Confederate Secretary of War who ordered the firing on Fort Sumter, starting the Civil War.
  • Many of the former slaves at the Temple are named after men who served in Lincoln's cabinet.

Notes

  • This quest also adds an extra video sequence during the end video.
  • Even if you are friendly with the slaves, they may get in a fire fight with RL-3 when they begin to transit to the memorial.
  • If you kill all the slavers at Lincoln Memorial, afterwards all the items inside the Operations Office to the left of the main entrance of the Lincoln Memorial where Leroy Walker was at can be obtained without adding Bad Karma points, even though they will be shown in red when you mouse over them. This includes one bottle of Nuka Cola Quantum.
  • During this quest Simone Cameron, the slave's guard, gains respect for you if you help the slaves, no longer saying "Are you trying to piss me off?" when you begin conversation with her.
  • While traveling to the Lincoln Memorial the slaves will engage in fights with any hunters they see, although hunters are usually non hostile. This is probably because of the animals that the slaves travel with; a brahmin and a dog named Four Score.
  • Another odd thing, when siding with the slavers and after the battle starts, enter the temple and it will spawn random animals(mostly in groups of 3-4) when siding with the slaves to "trick" the slavers, this can end up killing hannibal and the others if your not watching. after reloading several times, this seems to actually happen often enough to make it an issue.
  • If you do not want to kill the slavers, be sure to follow Silas, and not go up the stairs towards the Monument. If you ascend the stairs, the slavers will become hostile and open fire.
  • Once the quest is completed you can sell lincolns "stuff" to the slaves for large amounts of caps. (repeater\voice\coin collection\action figure)
  • After the bug occurred that makes Hannibal and friends disappear after fast traveling, I gave up on the quest. However, a very long time later (I had grown about 5-10 levels and completed innumerable quests) the group of ex-slaves appeared outside the Mall Northwest Metro after I fast traveled there. I talked to Hannibal and it completed the quest.

Perhaps this was because I had never fast traveled there before except the time that had started the glitch. In addition, the corpse of Leroy Walker appeared at the top of the Memorial Steps. This was not were I had slain him before. And lastly, the tents of all the ex-slaves had been erected before any of them had arrived (but after the quest was completed). (Xbox 360 version)

  • It also happened to me (i waited like 3 weeks but they are still not there). Eventually, they came, but didn't move, but then moved away!!! I waited 1 hour, but they still disappeared!!! i wait everywhere in the area. Where ARE THEY?!?!? (XBOX 360)
